COP Samuel Monney retired, is a graduate of the Kwame Nkrumah University of Science and Technology, where he obtained B. Sc. (Hons) Building Technology in 1989. He also holds M. Sc. Construction Project Management from the same university in 2009 and is a fellow of the Ghana Institute of Surveyors. He is currently a retired Police Commissioner who had been the Director of the National Police Service Workshop, Director-General of National Protection Department and was charged with the responsibility of overseeing security at all the Embassies and the High Commissions. He was also charged with the responsibility of security at the Parliament and some financial institutions including the Band of Ghana and the Judiciary. He was also the Director-General Technical of the Ghana Police Service and also served as a member of the Police Management Board from 2017 till 2021.
He has been a Quantity Surveyor since 1990 and had worked with the Project Implementation Unit of the Service at Police Headquarters in Accra. He rose through the ranks to become the Director of Projects in 2009. Notable among his achievement during this period included advising the Police Administration on the cost of all Police Projects being undertaken, preparing budget estimates for the projects annually, preparing tender documents and collaborating with designers to ensure that construction works are within approved budgets. He was the Project Coordinator for the EU support to Ghana Police Service which saw the successful execution of 3 million Euro project for the Ghana Police service.
He served with the United Nations Missions in Liberia for two years duration from 2010 to 2012 as a Civilian Police officer where he was in charge of Donor Coordination Team and also the UN Police Planning Coordinator. He was responsible for the implementation of 155 projects for the Liberia National Police (LNP) under their five-Year Strategic Development Plan projects (2009-2013). He was also the Contingent Commander during this period. Due to his hard work and experience he was seconded to the UN as an international staff for another 4-year years. During this period, he led the UNMIL Police component to conduct baseline assessment for LNP.
He also supported UN Police commissioner in providing strategic planning and program management support to Liberian law enforcement agencies. He assisted the Liberian Law Enforcement Agencies in undertaking developmental needs analyses, project implementation and evaluation. Between November 2015 and August 2016, he was the acting Chief of Operations for the UN Police and provided strategic advice to the Mission Leadership, especially the Police Commissioner, on the reform of the Liberia National Police and the Bureau of Immigration and Naturalization of Liberia.
He effectively managed and supervised all UN Police personnel working as Operations Advisors and the FPU contingents deployed to the Mission. He also served as the principal adviser to the Deputy Inspector General responsible for Operations of Liberia National Police (LNP) and Bureau of Immigration and Naturalization Commissioner (BIN) on Law Enforcement, Immigration and Border Security and represented the UN Police Commissioner on relevant operational forums and engagements.
COP Rtd Samuel Monney has been a Christian since joining the scripture union at Obuasi Secondary Technical School in 1976 and has kept his faith till now. He has also been involved in church activities and programs and attended many Christian programs. He currently attends Korle-Bu Community Chapel where he has served as the Church Council President on two occasions. He is currently the board chair of GILLBT – Ghana Institute of Linguistic Literacy and Bible Translation.
He is married to Mrs. Emelia Oberye Monney a retired District Director of Agriculture and the two of them have two daughters and a son. His watch word from scriptures is Psalm 127:1-2 which resonates well with me as a Police Officer and a Builder.
